Richmond Council requires residents who want a 20 mph limit in their street to petition it to introduce this, but, even when residents have secured the support of the majority of their neighbours, they have then found that the Council ignores their views. In October 2014 the Council introduced a new procedure for considering requests for 20mph zones and limits in individual streets. It appears that this will make it extremely difficult for residents to succeed. It also pays no attention to public health issues, such as encouraging walking and cycling.
In early 2014 the Council consulted on introducing 20 mph zones in Kew and Whitton and a 20mph limit in Hampton Hill High Street. The residents of Kew voted 56% to 40% for a 20mph zone but the Council has declined to proceed.
